　　为深入贯彻医药卫生体制改革精神，现就建立全科医生制度提出以下指导意见:、充分认识建立全科医生制度的重要性和必要性

　　(一)建立全科医生制度是保障和改善城乡居民健康的迫切需要。我国是一个有13亿多人口的发展中国家，随着经济发展和人民生活水平的提高，城乡居民对提高健康水平的要求越来越高;同时，工业化、城镇化和生态环境变化带来的影响健康因素越来越多，人口老龄化和疾病谱变化也对医疗卫生服务提出新要求。全科医生是综合程度较高的医学人才，主要在基层承担预防保健、常见病多发病诊疗和转诊、病人康复和慢性病管理、健康管理等一体化服务，被称为居民健康的“守门人”。建立全科医生制度，发挥好全科医生的作用，有利于充分落实预防为主方针，使医疗卫生更好地服务人民健全
